I'm ok with this if necessary, but ideally the buildpack wouldn't
have logic that's particular to one add-on.
Is there a reason heroku-postgres doesn't set sslmode=require?
Also, why doesn't sslmode=prefer (which is IIRC the default) work?

@kr Apparently pq does not support prefer. Who maintains this nonsense? Drafting a patch. @clipperhouse, please stay tuned.

Cool. I submitted lib/pq#175 anyway, but it looks like libpq is more clever about this, so I may not merge that if you don't need it.
