We don't provide support for source builds. If you'd like to see source build failures fixed, please either use the Discussions page, or open a pull request. Please stop ignoring the warnings that brew shows you about not filing issues in Homebrew-owned repositories.
This is not specific to Homebrew. This would also happen if you tried to build ncurses from source outside Homebrew. Well, either that or it would write its terminfo database to the location specified by your TERMINFO variable, which is probably not what you want either. You can try reporting this upstream, but I suspect you are likely to get a WONTFIX in response.
