I cannot replicate this behaviour on a Raspberry Pi Zero W.

God dammit! a PSU issue, it boots but never comes online, led blink but no communication!
Looks like it reboots cycle.... without hdmi connected.
Change to another PSU and its running now!
Would assume it would take less current to run when hdmi is disconnected!
WC Fields was right dont ASSUME!
