Optimal Build/Research Ordering Algorithm

Algorithm should be created for determining optimal build/research order for any max number of buildings.

Scouts should use Hover Propulsion

Figure out better scout handling to ensure the active scout has hover propulsion when it is available.

Research Order Sometimes Ignored

The ordering of the researchOrder array is sometimes ignored, such as the Sensor Turret upgrade being researched before the Engineering upgrade despite Engineering being listed before Sensor Turret. This results in usage of sub-optimal ordering in order to minimize time loss and makes perfectly optional ordering impossible.

Droids should use better Body/Propulsion/Weapons

Once researched, newly created droids should a random selection of the best available bodys, propulsions, and weapons.
