It looks like @dhh's work in Turbo::Streams::TagBuilder largely addresses my concern here.

The following method shows the tag builder does some intelligent format switching when you're rendering an entity, collection, or even a partial directly using the append, update, replace, etc. methods of the tag builder.

def render_record(possible_record)

It might be worth mentioning somewhere in the tag builder's documentation that if you're trying to render a partial from within a block, as I was doing in my example and as is handled here

turbo_stream_action_tag name, target: target_name, template: @view_context.capture(&block)
, that that automatic switching won't take place, and you'll have to specify the formats: [:html] bit of that render.

Maybe that'll be more obvious to others 🤷‍♂️.
