Limit usage of polyfill

Polyfill is odd from my research. It checks the user agent string and then sends over the necessary polyfills for the browser. I haven't done much research on what it does or if it's needed but we have some REALLY old browsers used on our site so we have to be careful.

As discussed in the Zulip chat, it may be possible to use the polyfills that Webpack has. That said, until we know more about HOW it's used, we won't know if those will work.

@EricSchultz would you have someone with an old browser that would be willing to test? I'm afraid I don't have any browser that would need polyfill ;(

I know Microsoft has VirtualBox VMs for download for IE and Edge. We could try that? (https://developer.microsoft.com/en-us/microsoft-edge/tools/vms/)
