Publish snapshot to Maven central about http4s-armeria

Have you been through a Sonatype permission process before? If you submit a request to publish under org.http4s, I can approve it. Just tag me on the JIRA issue. If you don't know what I'm talking about, I'll dig up an example.

I did it two times. When I get a permission from com.linecorp, one of my coworkers who has the permission submitted the request. So I didn't know that I can do myself. 😅

I think they use tildes instead of at-signs. Anyway, I saw it. 😄
