Scope of the strategy

I would define it on path variable or query parameter level as we define a validate function today.

What types should this deal in

Maybe we should give scalaz Validation a try and look how it feels.

How is the strategy specified?

As mentioned above, during the definition of a parameter or path variable as function.

What do you think?

I think its definitely worth a branch. I can see the dealings on the path
having dramatic effects on the routing, though I can't foresee if they
would be for better or worse. Right now we attempt to go from most specific
to least specific, and that hinges on failing the more specific cases. I
suspect a failure strategy will complicate that.
