Oh, then it seems like the issue has randomness to it. Sometimes, it successfully loads and sometimes it doesn't. Does it appear on TPU v3-8, too (available via Kaggle Kernels)?

Sorry. I forgot to mention that I did not have the same problem with kaggle as far as I have tried. @sayakpaul
