I'm working on a branch to bring the toolchain more current. You can use the link here to deploy:
https://console.bluemix.net/devops/setup/deploy/?repository=https%3A//github.com/IBM-Cloud/logistics-wizard-toolchain.git&branch=june-sprint&env_id=ibm:yp:us-south
This branch (that will be merged to master) will run only the production pipelines, which limits the number of services/apps deployed. If you're using a personal account, you might be hitting limits on the number of Lite services. I've also seen where the recommendation service does not run its deployment because the GitHub repo failed to be added (for some yet unknown reason). There's also the possibility that if an IBM Cloud Functions API Key (aka Open Whisk auth key) was not provided, this will mean that Logistics Wizard will run but does not work as expected. And the WebUI takes a long time to build - about ~50 minutes in my experience.
Delete the toolchain, remove the apps and services, and try with the above link.

Today I merged everything in progress (on the june-sprint) branches into dev branches for the services and master for the toolchain. So use the toolchain deployment link as you normally would and then for the delivery pipelines seen in the toolchain's UI, change the branches of each service to "dev". That will pick up the latest round of changes. You'll also need a Platform API Key (documented in the toolchain's readme). We're no longer using the Cloud Functions api key.
