Yes, this is expected behaviour.

When Snowstorm is used for authoring an extension all new and changed content components have a blank effective-time field. If the mutable fields of that component are changed back to their last previously released state then the last effectiveTime will be restored on that component automatically. All content will a blank effective-time can be exported using the DELTA export type.

We have a concept of an "authoring cycle". During this cycle content such as concepts and refsets are authored or maintained. At some point there is an authoring freeze and an automated validation and manual review process.
When the content is deemed ready for release the create Codesystem Version endpoint in Snowstorm is used (POST /codesystems/{shortName}/versions). That applies a new effective-time all the new and changed content. It also creates a new codesystem version and a version branch as a child of the codesystem. We use the SNOMED Release Service to produce the final package for release.
