Turns out this was already implemented. We get the final encoding framerate from Resolve's API from GetClipProperty() which returns FPS in a dict.

So why was Resolve refusing to link these files?
It may potentially be that the -copyts flag was not set on the FFmpeg encode function. Timecode usually starts at zero?
So added that.

Potentially Resolve is reporting a rounded human-readable number for FPS?
So instead removed fps as an argument for FFmpeg and added a default setting (disabled by default) to stick to a whitelist of framerates. Also added the -vsync flag to FFmpeg to ensure it handles variable frame rates properly.

Added a list to keep track of source media that has already been seen, so we don't filter it multiple times. This should also mean we don't need to go through the list and make unique at the end too.
