@dholth : It would be expedient if you provided (and tested) a fork that does as you ask.

I can back off the required version to 0.6.34, if that helps.
Also, distribute_setup should go out and download the required version of distribute, so assuming that setuptools/distribute is there seems strictly worse.

What's your failure scenario?

You could try switching to using install_requires as in the second paragraph: http://pythonhosted.org/distribute/using.html.

The only change that is really necessary is to remove those first two lines "import distribute_setup" from setup.py. When pip is used every setup.py is run with distribute enabled regardless of what the script does, even if it only tries to use distutils.

I submitted this bug because pudb did not install at all because the distribute upgrade failed, but it would have worked perfectly without the "import distribute_setup" line.

Between this and this, I think you've convinced me. 3482480 fixes this, 2013.3.1 is out with this fix.
