Would you expect this to be a popup window, or in a new tab?

I'd prefer a new tab. If the browser is in full-screen mode, that is less jarring.

When triggered, would you expect the embedded preview pane to be removed, or have both?

I would expect the embedded preview pane to be hidden, but still possible to be enabled again.

If we remove the preview pane, the current location of the Build button would be hidden - not sure where to put this since it wouldn't be obvious how to rebuild...?

To be honest, I don't think the rebuild button needs to be visible at that point, as long as the shortcut for rebuilding is displayed like it is currently. When a user launches the new tab, they likely have already noticed the shortcut next to the button and know they can use it, or can toggle the embedded preview pane to get it back.

If it's a new tab (not window), would you expect controls to appear on that tab or simply just show the entire Flutter app?

Just the app completely filling out the window without any controls obstructing it.

Okay I've moved the run button to the top now so it's not impacted by the preview pane - will take a look at pop out support at some point then.
