What OS / version of Chrome? I'm on Linux Chrome 48 and can't reproduce.

@kyrias If you move the <li> for ipget to another position, does it still happen? Or just for the bottom item in the list?

Has been bothering me for a while on Linux FF47 :)
It only happens with the last list item, if the respective content doesn't fill the vertical screen estate.

We could drop the "highlight based on scroll" feature, or perhaps put in a kludge that short-circuits to the last item when the scrollbar is at the very bottom of the page.
