Standard Header/Footer for READMEs about libraries

I wouldn't do process.env.TOKEN in the examples, just plain string with obviously invalid token. And the lib should probably do some sanity check for that particular string.

client = ipinfo.new('!!! replace-this-string-with-your-own-token !!!')
# => AssertionError("Looks like you are using placeholder token, get correct one at ipinfo.io/account")

Otherwise there will be a bunch of questions along the lines What is ENV? where do I get process from? and how come this is undefined, I copied everything exactly?

how do we add the tags to github like this lib has?

Every repo you own, there should be "Manage Topics" link where tags go and "Edit" button for title and link on the right.

Maybe add links to what all those abbrevations in header mean?

We have a header/footer now and can update it as new requirements arise.
