nfq_filter cease url-matching process after re-reading configuration files about nfq_filter

Yes, i know about this buh, but at this moment i can't find out the reason of this shit ;(
Now i just restarting filter every 3 hours by cron, and at the moment its good enough for me.

Maybe in future if i'l have time, i will find out the cause of this hungs...
