There is one minor flaw I now see and that is if someone is no longer online and thus cannot respond. It's minor because if they are no longer online then you can't message them regardless. Not to mention this process can be constant as to catch people who are not always online.

If there is actual interest in this idea, I'll create an image that will explain how my idea works after I wake up. Some of my wording and terminology is rather confusing.

Also, is my idea still valid? When I submitted this there was really no documentation on anything.

I think, it's better to add tox_save syncing.
For example, add sync button, that retrives list of currently connected clients with the same ID and send sync request with full contact list (with keys) and confirm sync on other side.
