yep. multiple tile sets is new with the re-write of the tile system in Phaser 1.1.4 and it isn't something that I've gotten to yet.
it's generally not a great idea if you want to get maximum performance out of your game, but it definitely ought to be supported. (it would be best if phaser supported queueing additional assets during (pre)load, as ultimately the image files for the tile sets are in the Tiled json. but it doesn't right now, so nadion has the asset key hard-coded to 'tiles'. not ideal as it limits us to a single tileset for the time being.)
