The easiest way to install jsonlite on windows is by grabbing it from CRAN:

install.packages("jsonlite")

No need to build from source.

If for whatever reason you do want to build from source on windows, make sure you have installed Rtools. I am not quite sure why it doesn't build on your machine, according to CRAN checks it builds without errors on all platforms.

Installing directly the package is OK.
Missing Rtools is the root cause.
