powerline in cygwin

I was curious how you got python's powerline in cygwin.

I get the following message whenever I try to use vim with powerline plugin enabled. I have +python/dyn +python3/dyn under vim.

You need vim compiled with Python 2.6+ or 3.2+ support for Powerline to work. Please consult the documentation for more details.

Do you happen to know how to get around this problem? There is no documentation or posts about the installation. Did you install Window's version of python and then linked the shared libraries when compiling vim? The version on setup.exe does not install the libraries as it seems. Do you happen to know other references that discuss this issue?
