This is more of a Bootstrap issue than a docassemble issue.

In the Bootstrap CSS, popovers have a hard-coded max-width of 276px. I don't know that I want to go down the road of trying to override the decisions of the people at Twitter who created the popover system. The hard-coded width of 276px might be optimal in a smartphone-centric environment.

You can include your image with a width specifier, e.g., [FILE sample_document.png, 100%], and it will fit nicely in the popover. Images without a width have a max-width of 300px by default in docassemble.

The code has been changed so that 100% width is the default for images included inside popovers.
