Upgrade the emu Core to fceu-0.98.13-pre about fceugc

The way I see it, the core works perfectly the way it is now, I haven't come 
across a
rom that doesn't work and everything is really stable. Why fix what isn't 
broken,
I've learned that lesson a few times the hard way and don't want to have to 
learn it
again with my wii.
FCEUX uses it because it is a continuation of where FCEU left off by trying to
recombine all the different strands of FCEU so if you were going to change it 
you
should use the updated one in FCEUX but that is still going under quite a bit of
development and you can't just change the core every month when they update 
FCEUX and
if there are any new bugs created there could be problems on the wii.

FCEUX has a lot of problems, and doesn't focus on gameplay, but on all sorts of 
other things. 0.98.13 does seem stable, and it was little work to upgrade, so I 
decided to do it. There's actually very little difference between it and 
0.98.12, 
just some added support for new games mostly, and some checking for bad rom 
dumps

did not know that, I thought it would be hard to change the core but once FCEUX 
does
get fixed up (maybe a year or two) it will have better rom compatibility since 
it's
combining many new and unusual mappers from FCEU-MM and other strands into it.
