Hi,
I tested this installation procedure on a "real" Windows machine and python in the powershell is very inconsistend. Thus, I think this issue can be closed as soon as a small hint mentions that windows is not supported, if you see a need to mention it. Otherwise feel free to close this issue.

Sorry for the late reply.
I also tested the installation and unittests on a Windows server, but I couldn't reproduce the error above.
I suspect the file encoding issue, but I'm not sure. (the error message looks similar to #205)

We will add a message for Windows users; recommending to ensure the utf-8 encoding.
