Are you running on Linux with a 64-bit OS? If so, please tell me which distro/version.
If it is 64 bit, you're going to have to place the .so
in /usr/lib64/
(or whatever it's called on your machine)
from mosquitto-auth-plug.
It's 32 bit Ubuntu 13.04
from mosquitto-auth-plug.
Please run an ldd /usr/lib/auth-plug.so
and ldd /usr/sbin/mosquitto
(or wherever the mosquitto binary is located)
from mosquitto-auth-plug.
ok:ldd /usr/lib/auth-plug.so

I think I might have solved it. Seems it might be related to not having compiled mosquitto first (I installed the binary package from the past the downloader the source separately. ..I only found this out when I decided to try and debug mosquitto and recompiled it).
Now I just seem to have issues with connecting to mysql. .. seems to baulk at the username and password then abort but I know the mysql creds work.

yup all fixed. Although the bug connecting to MySQL is where the plugin doesn't trim the username field to 'root' and 'root ' are considered different. I had to go and remove trailing whitespace from the config.

Works as designed; trailing white space is a "feature" of Mosquitto's config file processing.
