Data is user data (user_metadata).
Metadata is app or system data (app_metadata).

I might be wrong, but I can't find admin API to update user Metadata, current update user function in admin API only update user Data
Maybe we should adding functionality to update Metadata in admin API, since only admin that has right to update user Metadata
