I'm waiting for stable plugin api of jscs. When it will be done we should make some changes into config reader and rules loader and then it will be moved from current state to something stable.
Sure we can do it earlier but for now it's not a real plugin, it's a rule set for jsdoc checking.

@arikon What should be done in 1.0.0? Do you mind to formalize these things?
Pre list:
- Subrules interface (done in 0.0.x but I want to remake it according to new ideas in jscs)
- Plugin interface (done in 0.2)
- Code coverage reporting
