Metadata has been updated for the internal, surface reflectance QA bits.
Further analysis will be done to verify the use of these bits as documented.

Metadata has been added for each of the QA bands. The QA information is no
longer in one band of packed QA bits, but instead in separate bands. Thus the
change is slightly different from the original request.
