There are no libraries in version 1.10.9+

I've attempted to compile my program for Linux with the architecture arm64. The program works for version 1.10.6 but not for versions 1.10.9 and above.

I checked the «lib» folder. In version 1.10.6, there are many libraries available, including those for aarch64-unknown-linux-gnu. However, in the current version, only two libraries are present in the same folder.

Missing blank_penalty Configuration

I am in the process of shifting our infrastructure from Python to Go for better latency. However, I noticed that the blank_penalty configuration parameter, which is available in the Python API (see online-decode-files.py#L239), is missing in the Go package. This parameter is important for us.

Is there a way to configure blank_penalty in the Go package? I'm ready to contribute and make a PR if any package changes are needed to make it available.
