[operators/prometheus] operators confilct with clusterRole about community-operators

I checked the clusterRole more deeply, and looking at metadata.labels["olm.owner.kind"], it was OperatorGroup

so turns out this clusterRole is being created from the operator group.

if anyone else gets this problem with conflict, or sees that openshift cluster role monitoring is not available, then just make sure to give different names to the operator gorups.

i had 2 namespaces, and in each one of them created OG (operator group) with the same name, which tried to created clusterrole with the same name. just give different names.
