support windows arm64 about wireguard-over-wstunnel

I'm not sure if github action supports windows arm64 but you could quite easily build and exe for yourself. Just install clone the repo.

Install dependencies

python -m pip install -r requirements.txt pyinstaller

Then run pyinstaller

pyinstaller main.py --onefile --add-data=assets:assets --hide-console hide-late --uac-admin
