Include singularity avoidance option in header about tp_plus

I'm unfamiliar with this. Documentation I found was sparse on the topic. I attempted a solution in 9a302e5, but you will have to test it out as I don't have the controller options. I'm formatting these as hashes, but currently they must strictly adhere to :TP_APPLICATION_TYPE, :TP_APPLICATION_MEMBER tokens found in token.rb. If you have more to add, add them there and it should work. I put in spaces before the attributes like you have formatted above, and true/false/no/yes are left lowercase if input that way. Tell me if that is a problem.

this would be your tp+:

AUTO_SINGULARITY_HEADER = {
  ENABLE_SINGULARITY_AVOIDANCE : true
}

documentation referenced this:

but I am unsure if the items below PAINT_PROCESS strictly belong to it. In any event the TP+ for that currently is:
