Actually $:/tags/ControlPanel/SettingsTab creates its own tab!
otherwise it goes down in long Tiddlywiki tab in Settings.

are you sure?
i does not in my wikis, and I downloaded tiddlywiki.com and installed shiraz. the tabs under the settings (that is in the shiaz wiki) is not there.

Yes,
To check got to https://kookma.github.io/Shiraz/#%24%3A%2Fcore%2Fui%2FControlPanel%2FSettings
And use the small clip icon open each tiddler in Setting and check what is their common tag
from tw-shiraz.
