I assume you mean twisted.internet.task.react, which is used by shinysdr.main (and is not a module). According to the Twisted documentation, react was added in Twisted 12.3.0, which dates from 2012. I suggest you upgrade to the latest version of Twisted.
I've updated the README to specify this requirement in 34f262a. Please note that I am not at all recommending you use 12.3.0 specifically, but rather the most recent release.
