STDIN/STDERR/STDOUT never were defined before we removed complex types from statics/constants.
The problem is the behaviour and descriptor of standard streams differs with SAPI. The fact is, we cannot share standard output in an HTTP environment, so anything implemented for the CLI must be compatible with all current and future sapi modules.
These constants have always been purposely omitted while copying constants for stability ...

Aren't you able to check if these constants exist and are resources and then copy them? Because these are the only resources which should be able to be constants in PHP, there should be no problem? And I think file descriptors & streams can be shared problemless now?

No streams are not thread safe, they should not be operated on in more than one thread.

It's simple enough to do in userland, not every thread is going to want to use output, infact the vast majority should not. A solution doesn't belong internally ...
