Register package on Bower about bootstra.386

I don't make the tags via command line but rather through github releases and then Bower will automatically know when you push a new version

starting from scratch is a far easier task ... bootstra is really more stuffing a square peg in a round hole which is positively delightful if masochism is on your agenda - it's usually not on mine.
