those links are fantastic ... I've done a bit of work on this myself - but haven't found anything acceptable yet.
I outlined the issues in a reddit comment: http://www.reddit.com/r/programming/comments/29qxb6/bootstra386_a_bootstrap_theme_from_the_1980s/cio43z2
I haven't seen a number of these projects before. They are quite intense! :-)

Neat shell script, can't try it yet though.
http://www.nihilogic.dk/labs/jsascii/ seems like the closest to just drop in,
(see this demo. http://www.nihilogic.dk/labs/jsascii/example/Wikipedia.htm see bottom.) it can do color, but need to limit to 16 colors, and the shade character with forground/background colors for more shades I think. (And other techniques, doing like using sub pixel/character parts using other ASCII characters.) And need to be smart about the sizing before conversion.
It will murder images that are sized small/high detail. Perhaps make a lightbox style image viewer, to render it larger, and/or a EGA/VGA mode for full screen. Should be fairly simple to do with a canvas, simply. But perhaps add a bit of those CRT switching effects, and a delayed draw.
