Handle architecture independent packages correctly about deb-s3

I wouldn't mind looking into this, but I don't see how you can know what architecture versions to add this to. One could say, add it to the ones that already exist in the bucket! But what if you're uploading a noarch package as the first package?

@krobertson if you have thoughts on how to fix this, I'm happy to look into implementing the fix.

could it be possible to upload *_all.deb to both binary-i386 and binary-amd64 instead of binary-all at this moment?
Since we have -a arch option now, if someone would like to upload *_all.deb as another architecture, it could be still feasible.

I think it's the most general behavior for common users.
