Sadly, does not work
"Should button tooltip title text be inherited if defined as empty"
This prompted me to try populating the ToolTipTitle ( I was using the ToolTipBody ) but still only show the host controls tooltip

The One above the highlight forces the ButtonSpec tooltip to "Replace" rather than "Go over" as in the following Demo:
