@kulshekhar in trying to prepare a minimal repo I discovered the cause and from there was able to find a solution. I am using WebStorm, which uses the TypeScript Language Service to transpile the source files. It is placing the resulting .js files into the ./dist directory, as specified in the tsconfig.json file.
Using the testPathDirs option of jest to restrict the search for test files to only my src directory fixed the problem.
