Actually now that I think about this some more I wonder if it should be raised as discussion on LaTeX-Lā¦

The local definition is more-or-less deliberate, at least in the sense that I already knew about it. I make use of the fact definitions are local in siunitx, where it allows me to switch from the standard definition to an expandable one when inside material processed by hyperref. I can also imagine wanting to alter the expansion of a function inside say an environment. Perhaps this is an argument for the separation of interface and implementation, but that would still be awkward w.r.t. expandable definitions. I would, I think, Agree on raising it on LaTeX-L.

This very much depends on the management of context changes: may be needed but needs more understanding of higher level issues.
