Yep, the kernel modules are not loaded. Python-iptables will load them, but will not retry the failed commands, so the second run will succeed.
Probably we could just always check that the module we need is loaded and available first, but that would mean some overhead. I'll look into it to see if it can be done in an efficient way, but there are a few open issues I want to close first.

This was easier than I thought - can you give the branch modprobe
(or commit c9ba299) a shot? Works here if I unload all the iptables kernel modules first, and run the test suite afterwards.
