create goal organization and repositories about echo

Created a "testing" repo: https://github.com/LearnersGuild/web-development-js-testing

with an issue template and some labels.

@jeffreywescott wanna give it a look and let me know what you think? If it's good, then I'll create the production repo too.

Re: org name for holding the craft repos, "LearnersGuildGame" feels a little bland IMHO.

Some other options (all available):

1. GuildCrafts
2. LearnersGuildCrafts
3. LearnCrafts
4. CraftLibrary

@tannerwelsh -- the repo looks fine to me ... I'll probably add a chore to have a tool to generate some "mock" goals in the testing repo. Let me know where it lands.

As for the Org name, I like all of the ones you suggested better. If I had to choose, I think I like GuildCrafts best.
