It's not a bug. It's correct work.
You are using the calculation of the average over a time period, the boundaries of which are constantly shifting. That is why the component regularly repeats calculations. Everything is correct.
If you are not satisfied with this, you can change the refresh rate of the sensor. See here: https://www.home-assistant.io/docs/configuration/platform_options/#scan-interval
