Thank you for opening this issue. This is directly related to the same issue/limitation in the API. The API change is a planned change that is on the roadmap (soon-to-be-done) from our API team. Soon after that change, the CLI will change to allow it for Stackscript + using a Pub key.

Version 1.4.0 was just released and fixes this issue. Thank you again Paris for reporting the issue.
