1)AAC handled fully by software in closed source android libs
2) MPEG4 should be workable with vdpau-sunxi open source lib

Please, attach bug to the vdpau-sunxi if it shows on it. (in linux with mplayer or mplayer2) We can't do much with closed source library unless new versions will be available from vendor.
