Map Tool availiability for invisible layers about udig-platform

What do you mean with not visible? Are you saying that features are not displayed because of scale dominator settings in style?
I was able to reproduced this behavior:

• select layer
• changed deniminators in style that the features are not displayed
• layer is still active (checked in Layers View)
• use selection tool and define a filter where a feature exists
• features is dispayed as selected but feature itself is not visible.

IMO its not an expected behavior and might confuse users.

It's also confusing if selected layer which doesn't show up any feature exportes features (which it does) .. Maybe the first problem causes the second ..

Actually what I mean as not visible is what you refer as not active (not checked in LayerView).
