if you currently use the download command, you can download all namespaces in all languages...
But you are looking for just 1 specific namespace in all languages, right?
May I ask what the usecase is? Are you using 1 locize project for multiple “real” projects? Each project 1 namespace?
Or do you have only 1 namespace in the locize project?

We have a product split across a number of repositories/build processes. These are run as one locize project shared overview. Each component is associated with a namespace, plus shared namespaces for common items that appear throughout the product (we deal with statistical metrics).
It would be ideal when downloading resources to only download the required namespaces for that component.
