Modernization pass about broccoli-base64-css

Hey! It would be great if you want to take over. It makes more sense for this package to be in your hands since I'm not using much broccoli based tooling these days.

@moudy Sounds good. Go ahead and transfer this repo and the corresponding ember-cli- one to the yapplabs organization, and add lukemelia as an owner to the npm packages. I think I'll be able to take care of it from there.

Just transferred npm packages to lukemelia.

I tried transferring the repo but it seems like I don't have permission and/or there's a name clash. Getting these errors:
