support only --long option in lapp? about penlight

as a learning exercise, i implemented this and put a patch with tests here:

it add support for and -s, --short and just --short and still allows just -s and -s,--short.
wasn't best sure how to leverage the sip.match so it might not be the best way.

I thought this one should be easy, and supporting only long options was easy; but sip gave me trouble with the pattern '-v{short}, --v{long}' because it did not consider that extra space to be 'compressible', i.e. replaceable with %s*. The last two commits to PL repo should do the job!

(The compressibility rules (around line 67 of sip.lua) are the only thing that worries me about pl.sip at the moment - they may be too clever)
